THE EUROPEAN UNION (symbols and identification)

The EU Flag

The common element branding all EU-funded actions is the EU flag. The EU flag is to be used by contractors, implementing agencies or international organisations in all materials produced under an action/ project/ programme funded by the European Union. The EU flag constitutes the main element of the European visual identity. For this reason, specific guidelines have been drawn up to ensure its accurate use and reproduction.

The EU flag is in the form of a blue rectangular flag of which the fly (width) is one and a half times the length of the hoist. The 12 gold stars situated at equal intervals form an undefined circle, of which the centre is the point of intersection of the diagonals of the rectangle. Each of the stars has five points that are situated on the circumference of the circle. The stars should be upright (with one point vertical).

The flag has the following official colours:

  • Pantone Reflex Blue for the surface of the rectangle
  • Pantone Process Yellow for the stars

The EU flag should be reproduced in its entirety, without any alterations made to it. The EU is not responsible for the contents of the communication material prepared by contractors, implementing agencies, and international organisations. Thus, all materials produced must have a disclaimer in their publications.

Definitions and General Statements

General Statements on the EU

“The European Union is made up of 27 Member Stateswho have decided to gradually link together their know-how, resources, and destinies. Together, during a period of enlargement of 50 years, they have built a zone of stability, democracy and sustainable development whilst maintaining cultural diversity, tolerance and individual freedoms.

The European Union is committed to sharing its achievements and its values with countries and peoples beyond its borders”.

European Community

The European Communities consist of the European Community (previously the European Economic Community before it was redefined by the Maastricht Treaty in 1992) and Euratom. These communities share the same institutions and management structures.

European Commission

The European Commission is the European Community’s executive body. Led by 27 Commissioners, the European Commission initiates proposals of legislation and acts as guardians of the Treaties. The Commission is also a manager and executor of common policies and of international trade relationships. It is responsible for the management of European Union external assistance.

This section is lifted from: Communication and Visibility Manual for European Union External Actions (July 2009)

    PARTNER FUNCTION

TRTA 2, like its predecessor, TRTA 1, is implemented under decentralised management through a financing agreement with the Government of Philippines and with NEDA (National Economic Development Authority) as the implementing agency. NEDA concludes contracts as required by and agreed with other government agencies participating in the project (Implementing agencies). Implementing agencies include the Department of Agriculture (DA), the Department of Trade and Industry (DTI), the Bureau of Customs (BoC), NEDA, the Department of Foreign Affairs (DFA), and the Department of Labour and Employment (DOLE).

A Project Steering Committee (PSC) is responsible for policy advice for the project.  The PSC oversees and validates the overall direction and policy of the project. The PSC meets every six months, and ad hoc, as required. The PSC is chaired by NEDA. Membership includes representatives of DTI, DA, DFA, DOLE, and possibly other agencies.
