Sanitary and Phytosanitary Conformity

The Department of Agriculture (DA) as the country’s primary rural development agency places great importance on initiatives which will contribute to the competitiveness of the agriculture and fisheries sector in today’s highly globalized trade. One of the principal concerns of the DA in this regard is to stimulate and support the sector’s trade capabilities through the formulation and implementation of internationally-recognized and accepted sanitary and phytosanitary (SPS) standards and measures.

The commitment to observe consistency and compliance with the WTO SPS Agreement is well-recognized and is being given due attention by the DA. Such commitment is embedded in the Department’s efforts to continually develop its capabilities in this field. The participation of the DA on the Trade Related Technical Assistance (TRTA) Project of the European Union (EU) is one such means for moving towards this goal. The DA, through its relevant regulatory agencies, has been a direct and active participant in the SPS component of the TRTA Projects: TRTA 1 first undertaken in 2005-2007; and TRTA 2 being implemented from 2009-2012.

TRTA 2 takes off from the gains of TRTA 1 and supports the capacity building of key SPS agencies of the DA, namely, the Bureau of Fisheries and Aquatic Resources (BFAR), the Bureau of Plant Industry (BPI), the Bureau of Animal Industry (BAI) and the National Meat Inspection Service (NMIS). The DA envisions that at the end of this four-year project, the participating agencies will have further upgraded their capabilities on SPS management and control systems that are aligned with international standards and requirements. The private stakeholders, particularly Micro-, Small-, and Medium-Scale Enterprises (MSMEs) in the agricultural and fisheries sector, are also given attention in this project to help them meet SPS and other requirements of the international market.

Technical Barriers to Trade

We, at the Department of Trade and Industry (DTI) would like to thank the European Union for helping us towards the fulfillment of the goal of developing an enabling environment and improving economic governance so that we can design and implement our own trade strategies and effectively participate in international trade negotiations, thus, enhance the country’s trade and investment potential.

The Trade Related Technical Assistance project continues to assist the DTI’s Bureau of Product Standards on standards harmonization and review of regulations for the purpose of meeting the requirements of the international market. The said project is assisting the Philippine Accreditation Office, as well in its accreditation function which is crucial for global competitiveness.

Standards harmonization and conformity assessment are now ‘necessities’ in acquiring confidence of international trading partners. But these are not only significant in trade as these also have underlying goals of ensuring the safety of consumers and protection of the environment.

Again, our appreciation for the assistance and we are looking forward to a continued and fruitful partnership.

    Description of Component and List of Activities
 
The products and services that are being traded are subject to certain regulations and standards. These regulations and standards ensure that what are being traded conform with the requirements for safe and fair trade. This component is made up to two complementing focal points. The first, deals with regulations and standards for safety; and the second, with the official acts dealing with accreditation function.

Regulations and standards for safety have evolved as a major conditionality in international trade arrangements which have markedly defined market access. The Philippine economic growth reflects a picture of sizeable trading activities beyond its local market while these activities have brought an influx of challenges from its regional and international markets. These challenges fall under the overarching issue of establishing equivalence in complying with regulations and standards governing trade among its overseas trading partners. Chiefly, compliance has become a key entry point to sustain trade and to transform it in the long run as an opportunity in helping reduce poverty in the country.

This component is designed to provide technical assistance to the Bureau of Product Standards (BPS) of the trade and industry department and similarly with the specialized agencies of the agriculture department such as the Bureau of Fisheries and Aquatic Resources (BFAR), Bureau of Plant and Industry (BPI), and the National Meat Inspection Service (NMIS). The technical assistance package consists of:

  • supporting capacity-building activities of these agencies to develop harmonized product standards and sanitary-phytosanitary (SPS) regulations;
  • implementing relevant policy reforms;
  • conducting regulatory impact analysis; and
  • capacity-building in standards setting and regulatory verification.

On the other hand, the technical assistance package dealing on accreditation function is focused on strengthening the newly organised Philippine Accreditation Office (PAO) particularly in its accreditation functions that include food safety testing and medical testing (devices). Specifically, the technical assistance package is designed to:

  • help build up PAO’s capacity and competence; and
  • enhance the capacity of Philippine government and private trade intermediary organizations to provide support services that will assist agricultural and fishery micro-, small-, and medium- enterprises (MSMEs) comply with international standards.

This assistance consists of studies that:
  • identify agri-business products with competitive advantages or export potential;
  • profile of market opportunities in the EU market; and
  • access requirements for selected agri-based products.

Furthermore, the assistance provides for capacity building of MSMEs to comply with SPS and certification requirements.

In due regard to the overall objective of TRTA 2, this assistance is also designed as an enabling entrepreneurial opportunity to benefit the poor.
