My warmest greetings to all,

In behalf of the Philippine government, let me extend my gratitude to the European Commission for providing us the opportunity to conduct the second phase of the Trade Related Technical Assistance (TRTA) Project, a manifestation of increasing recognition towards a lasting partnership between the peoples of the European Community and the Philippines.

Our adherence to global economic integration has always been a consistent feature of our trade policy. We maintain our engagement with major economies, pushed by the desire to strengthen our hold on the vast trade opportunities that we continue to benefit from. We take note of this, mindful of the view that global economic growth is slowly stabilizing amidst the current economic recession.

In its 2009 World Economic Outlook update released in October 2009, the International Monetary Fund stated that the global economy appears to be expanding again, highlighting the strong performance of Asian economies among others. The global trade market is picking up as economic activities are expected to rise by three percent in 2010. Such economic rebound is further attributed to strong public policies that sustained demand and eliminated the fears of further economic slowdown. At the regional level, Asia provided a bright spot in the overall recovery momentum lead by growth in China and India, highly due to sustained domestic demand and appropriate policy interventions. Recovery is indeed on its way.

As such, the implementation of TRTA Phase 2 comes at this very opportune time. Under the Trade Policy Export Development component, programs will be focused on the consolidation of an integrated trade policy framework aligned with capacity building mechanisms to improve export-oriented initiatives. We believe that a two-pronged approach on trade policy and export development set forth a strong message that the government is serious in providing sound and doable economic direction for all of our stakeholders.

At the end of this TRTA Phase 2 Project, we look forward to a more active role in the international trade arena, driven by the high-impact trade engagements resulting to measurable economic returns.

    Description of Component and List of Activities
 
Trade Policy and Export Development

Trade activities are governed with certain rules, regulations, and standards between and amongst countries which bear strong influence over the level of goods and services to be traded. A good understanding of these regulations and standards provides for mutually beneficial outcome between trading partners such that trade becomes an avenue to generate resources to support development programmes and in the particular case with TRTA 2, to support the efforts in reducing poverty incidence.

Developing and implementing a trade strategy calls in for effective use of rules, regulations, and standards. The trading arrangement in which the Philippines operates covers beyond bilateral relations. Its trade arrangement also spans regional in the case of ASEAN and international in the case the EU.

Through this component, the technical assistance package consists of four principal activities which are designed to:

  • contribute in developing and implementing a national trade strategy that will maximize benefits from trade agreements;
  • increase capacity in assessing the costs and benefits of current and future regional and international trade arrangements;
  • develop specific recommendations in making international trade conducive to reducing poverty; and
  • strengthen relevant government departments and agencies to provide technical assistance to emerging export sectors including services.

Thus, the actions leading to the implementation of the said four activities cover training, mentoring, research, and expert advice to stakeholders. The actions in this component are specified in the accompanying workplan of this link.
